These guys use a different and interesting and definitive set of standards for how they charge to professionally paint miniature armies for Warhammer 40k. These guys are good, and I don't know how they could do this on a quick turn-around basis:

Examples:
Level 1: Simple paint
Level 2: Mass Infantry Standard: 2 layers of highlighting and shading with 3 colors in three major fields, i.e. cloth, metal and skin
Level 3: Tabletop Standard: all major fields and details with 3 layers of highlight and shade. This includes eyes, teeth, icons and belt buckles.
Level 4: (Level 3 with extras): 4 levels of highlight and shade. good blending and looks good at arms length.
Level 5: Hero Level: looks good up close, no slops, improved blending, some wow factor (non-metallic metals, etc.)--stands out from Level 3. This is where I want to be one day to be able to brag a little

- Display Level: 7 layers of highlight and shade
