Lendil Blackroot--the classic Gandalf looking Wizard: he is summoning water effects here. I also think I paid too much for this guy on Amazon. The cool water effect on the base was an accident of superglue magic. in many of these tiny sculptures I cant even see what is really there until I give it a few washes--and the detail is revealed:
